The recent spell of Arctic weather has hit Irish horseracing hard with fixture after fixture being called off due to the harsh, snowy conditions. Off-course bookmakers suggest that each Irish race meeting is worth around €1.8 million, so there is real impetus to reschedule each cancelled race and recoup lost income. Due to declining attendance figures over recent years, particularly for midweek races, the industry has become more reliant on income from TV deals. "If a meeting is rescheduled, it doesn't matter if it is for a month later, or the following day. The media fees are paid and that is a major factor for racecourses," said the Association of Irish Racecourses chief executive, Paddy Walsh. With individual events earning racecourses TV fees of over €35,000, the cancellation of successive races is a serious knock to the industry. Christmas Fixtures Attendance figures always rise during the Christmas period and cancellations during this time can cost racecourses dear. Tom Burke, manager of Leopardstown commented in the Irish Times, "There is always a sigh of relief when we get to the fourth day at Christmas. Those four days account for 35% of our annual revenue. There is always a large financial implication when you have to call off a meeting." This year's seasonal income was adversely affected by fog in more ways than one. The Irish Labour Party last Thursday proposed the introduction of a levy on offshore online betting sites, just a couple of weeks after the UK announced stricter regulations for foreign betting firms. Labour said offshore bookmakers would be charged a 1.5 percent levy under the plan. Telephone and television bookies would be included in the levy, which would replace the current 1 percent tax on betting shops. Mary Upton, a spokesperson for Labour, Ireland's third biggest political party, said operators that refused to pay the levy would face the consequences. "Online operators who are not based in Ireland but who are providing a service to Irish customers and who refuse to register and pay the betting levy will be blocked by Irish internet service providers, upon the direction of the government," Upton said. Upton added that the new levy does not affect online casinos. Rather it would apply only to online gambling services in Ireland that offer sports betting. The plan follows a growing trend in the region. Two weeks earlier, the United Kingdom's Department for Culture, Media, and Sports proposed a law under which online casinos would have to follow a series rules to qualify for a license.

Ireland's government has announced its intention to implement an online gambling tax, a plan that has been met with heavy criticism. Taoiseach (prime minister) Brian Cowen called last week for the tax, which would be placed on online and telephone betting. Under his proposed regulations, offshore internet companies would need a license to provide services to Irish citizens, whereas presently they are not required to pay anything to the Republic's government. However, it sparked a backlash from critics, many of whom see the move as a blatant bid to raise government revenue. Ladbrokes spokesman Joe Lewins told the Sunday Tribune on the weekend that the tax would not achieve its goals, saying that deterrent against online gaming, such as the blocking of IP addresses, had failed in other countries, and added that the tax wouldn't help support horseracing in Ireland as intended. Rival bookmaker Paddy Power, which is based out of Ireland, said his company would be one of the hardest hit by the levy given that most other online betting firms were located offshore. "We don't have an issue paying betting tax on Irish internet betting," said Paddy Power CEO Patrick Kennedy. "However, we do have a serious issue if we have to pay it solely because we employ people in Ireland." The company said that the tax threatened its plan to create 350 new jobs, and that the positions of some 700 existing workers could also be under threat.
